DRAFT SUBMISSION TO THE TREASURY SUB-COMMITTEE INQUIRY INTO COUNTING THE POPULATION
ACTION FOR MEETING: To consider the attached draft submission and suggest changes or additions.
Introduction
1.
The Treasury Sub-Committee has invited written evidence as part of its inquiry into ‘Counting the Population’, announced in press notice no. 77 in September 2007. The deadline for written submissions is 28 November.
2.
The secretariat has prepared the attached draft, focusing on the Committee’s questions in relation to the uses of population estimates, the role of the Census 2011, the role of survey and administrative data and the cooperation of the Office for National Statistics with stakeholders.
3.
We have mainly drawn on our recent submission to the House of Lords Economic Affairs Committee as well as the recommendations in our report Counting on Success: The 2011 Census – Managing the Risks some material from the draft Value and Trust report and other letters and reports.
4.
An extract from the Committee’s call for evidence is also attached.

We would like to send this submission to the Treasury Sub-Committee on 26 November. Comments on the current draft submission would be helpful.
